Listed below is a resume of my employment history, local and national code development experience and other achievements.
EMPLOYMENT HISTORY
FAIRFAX COUNTY, VIRGINIA, LAND DEVELOPMENT SERVICES
Serves as technical consultant to county agencies for mechanical, fuel-gas and plumbing systems. Ensures code compliance of construction; investigates customer inquiries, complaints and violations; and provides resolution through code interpretations and modifications. Testifies at code appeals board and in court. Evaluates emerging construction technologies. Assists with the division’s budget preparation.
Managed operations of the commercial mechanical inspection branch. Conducted quality control of field staff, investigated unpermitted work and citizen complaints. Supervised the inspections of complex systems installations throughout the county including medical gas and restaurant ventilation.
Conducted building, mechanical, plumbing and electrical inspections to ensure compliance with state code for single family dwellings, townhouses and multi-family dwellings. Investigated complaints, and issued violations as necessary.
Conducted plumbing inspections to ensure compliance with the state and model building codes for hig hrise office buildings, tenant work, multi-use spaces and other commercial construction. Investigated and resolved complaints, and issued violations and stop work orders as necessary.
LICENSED PLUMBING CONTRACTOR, 1982 – 1985
Began career as a plumber's apprentice and rose to manage operations of a plumbing contracting business. Installed and maintained plumbing and heating systems in residential and commercial construction. Prepared estimates and construction documents for client approval and permit application.
NATIONAL CODE SERVICE
INTERNATIONAL CODE COUNCIL
Responsible for hearing testimony on code change proposals and determining adequacy of prospective language for future code editions. Participation requires conducting research of each proposal, and speaking to important issues at code hearings.
Responsibilities similar above for mechanical and fuel-gas code development.
Forwarded nominations for the ICC Board of Directors to membership.
Evaluated existing code and developed new code to protect buildings and the public against the hazards associated with hydrogen gas and related fueling stations. Served committee as chairman.
Developed formal interpretations by determining the specific intent of various code provisions.
Prepared code change proposals and testified at hearings on topics related to the mechanical code.
Serves as instructor/trainer for the International Mechanical, Plumbing, Fuel-Gas, and Residential Codes. Reviews, evaluates and updates course material and curriculum.
INTERNATIONAL ACCREDITATION SERVICE - ICC SUBSIDIARY
Assist in development and evaluation of organizational policy. Ensures maintenance and development of long range planning to assure organizational sustainability. Provides direction to the president.
Assisted with the development of national accreditation standards for testing laboratories and building departments through a public hearing process.
INTERNATIONAL EVALUATION SERVICE - ICC SUBSIDIARY
As a Charter member of this initiative, assisted with the development of national listing criteria related to state of the art plumbing, mechanical and gas technology.
INTERNATIONAL CODE COUNCIL, REGION VII CHAPTER
Provides support to the Chapter to achieve stated vision. Established committees to meet the various needs of the participating members working towards goals of the organization. One year term.
As a charter member of the Executive Council, serves as one of four Virginia representatives.
Promotes interaction between member states. Develops uniform, regional positions on code change proposals.
Assist the region with defining its vision, mission, goals and objectives in alignment with ICC’s "Blueprint for the Future."
LOCAL CODE SERVICE
VIRGINIA BUILDING AND CODE OFFICIALS ASSOCIATION
VBCOA is a statewide organization which promotes building safety through code development, education and public awareness.
Duties included public appearances, management of business meetings, and analysis of annual budget. During tenure as president, the organization surpassed milestones such as exceeding the 1,000 membership level and receiving the ICC Chapter Merit Award.
Provides participation and interaction at meetings, conferences and calls while representing the organization on the important energy issues occurring on the national, state and local levels.
Evaluates and generates changes to the administrative regulations of the Virginia state code. Served as co-chair for the 2003 code change cycle.
Develops code change proposals to the plumbing, mechanical and fuel-gas codes; generates positions on other local and national proposals; and testifies at related code change hearings. Served as chairman from 1997 - 2003.
Forwarded nominations for association's officers to membership.
Serves as instructor of mechanical, plumbing and fuel-gas subjects.
VIRGINIA PLUMBING AND MECHANICAL INSPECTORS ASSOCIATION
VPMIA is a statewide organization that promotes building safety through code development in the areas of plumbing, mechanical and fuel-gas.
Duties included public appearances, management of business meetings, and analysis of annual budget. During tenure as president, the organization grew to more than 300 members and received the last legacy Chapter of the Year Award. Served two terms as president.
This committee works in conjunction with the code committees of VBCOA. Served as chairman from 1995 -2003.

VIRGINIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT, 1997 – Present
Instructs the mechanical and plumbing modules of state mandatory training through the Virginia Building Code Academy. Provides continuing education training during the state's code update cycles.
FAIRFAX COUNTY PUBLIC SCHOOLS AND ADULT EDUCATION, 1990 – 1999
Developed the curriculum and taught the fourth year Virginia State Plumbing Apprentice Program based on the legacy/International Plumbing Codes. Taught other classes to citizens and contractors regarding plumbing, mechanical and fuel-gas subjects.
INDUSTRY SERVICE
UNDERWRITERS LABORATORY
Considers testimony by industry regarding UL decisions on listings, standards and credentials.
The Gas Council is a technical group that serves to address gas related issues under UL scrutiny.
Task with the development of standards for clothes dryer, power ventilator technology.
Responsible for the development and evaluation of UL standard document criteria. Served on numerous ventilation and exhaust hood panels.
